general Introduction: 

 Not so very long ago, an organization’s competition for strength and excellence was based on its access to ample material resources. Formerly, there were organizations that have more access to raw materials, inexpensive human resources and ….. that act as a factor in producing classical economics. In the arena of lawful competition, the total scenario has changed. Today the most important benefit an organization can gain in a competition is, in its capability in applying knowledge management.

 Knowledge management (KM) comprises a range of practices used in an organisation to identify, create, represent, distribute and enable adoption of insights and experiences . Such insights and experiences comprise knowledge , either embodied in individuals or embedded in organisational processes or practice.

  Knowledge management in the direction of managing an organization’s information resources has the following responsibilities: management of knowledge assets and management of lawful rights to mental possessions, prepare standards for information, absorption, storage, transfer and guidelines for appropriate utilization and reduction of data.

 In this process, the most important elements in knowledge management such as; production, collection and application of knowledge has been introduced. In the human perspective, knowledge management is the cognitive method of acquiring, sharing resources and maintaining knowledge resources whereas in the technical perspective it means a developed concept of information management system.

 The Undersecretary for Research and Technology, Ministry of Health and Medical Education after doing several assessments on the previous works done and by relying and paying attention to the important components such as; the information registry system, comprehensive data, interior data, role of stakeholders, comprehensive coding, need for interdepartmental and multi-departmental information, need for an evaluation system, research evaluation, need for a superior domain, 4th development program, 20 years perspective and through technical approach on the subject of research networking, integrated gateway “portal”, innovation system and a system of knowledge management, has made a unanimous decision as a solution to a great necessity, to create the Health and Biomedical Information System for Research (Health Sector) The implementation of this project was made following a directive from the President of the Republic, the directive has been sent to the Supreme Council for Information and Technology for follow up and proper implementation and after such processes, the Health and Biomedical Information System for Research (Health Sector) was established. Following its establishment, we are competent that, through the experience we gained and by using elements like, creativity and knowledge innovations, we will then serve as forerunner in creating modern and creative institutions.
